Is Freemont California an upscale neighborhood?

Hey guys from Cali,

I got this guy that wants to contract some work out to me but before I say yes I need to do a lil research about him.

He works off of Civic Center Dr in Freemont, CA right next to the Park and Golf Course...aside from the direct location being next to that stuff, is this considered to be an upscale technology based area like Silicon Valley?

i believe its just a rising community... and i think Bill Clinton visited there last year... or it was Claremont. and btw its spelled Fremont i googled it for more info.

its a few miles from silcon valley.. like maybe 30miles away? from what i saw in the map
